The Haryana Government in 23rd February 2023 imposed a ban on the construction of Stilt+4 floors. After more than a year’s ban, the Haryana Government Permits Construction of Stilt-Plus-4 Floors, over a press conference by Town and Country Planning Minister, Mr. Jai Parkash Dalal on Tuesday, 2nd July 2024.
This policy includes sectors/colonies whose layout plan is approved with three dwelling units per plot, but only for such residential plots that derive access from a minimum of 10 metres of road and a minimum area of 250 square yards. In this case, the owner needs to satisfy either of the two conditions:
- The owner shall have to submit the mutual consent agreement with the adjoining plot owners for the floors that are yet to be constructed. Owners who have already obtained S+4 approval are excluded from this condition.
- If the neighbour doesn’t agree, then the owner will have to maintain a side setback of 1.8 metres or 6 feet from the adjoining plot.
Also, these independent floors can be sold just like the other three but not in plots below 180 square yards, Mr. Dalal mentioned.
This will help owners sell one additional floor (three were already allowed) to accommodate more people. It will also help people make purchases who are not able to own their homes due to high property rates.
The ‘S+4 Portal’ will be set up for each department to deal with issues on S+4 cases. It will also be used as a regular display mechanism to upload information regarding the approval of building plans including permissions about Stilt+4 Floors from time to time.
All the complaints and the required assistance regarding structural damages, parking problems, infrastructure issues etc. will be handled by Grievance Redressal Committees constituted by concerned departments and authorities.
